Is there much discernable difference in tone between the Martin HD28 and the HD28V with the advanced X bracing? Is it worth the extra cost, or would someone be able to tell the difference blindfolded?

They are both great sounding but you definitely want to play them before buying as there are differences between individual guitars even of the same model. I have a great HD28 and a friend of mine has a great HD28V. The HD28 is louder (it's also much older) and it accentuates the bass and trebles. The HD28V is softer sounding and feeling with the midrange emphasized more. They're both great sounding. The V neck on the HD28V is easy to adjust to not a problem. The only thing I didn't like on the HD28V was the glued in bridge, but I don't know if Martin still does that.
