well, you take lessons privately, and/or you get a music degree. private lessons will definitely ensure that you develop the ability to read sheet music. After some amount of time (it's different for different people) you should begin to be able to sight read (play through the music in one sitting without seeing it beforehand). This takes a long time for some people, and others pick it up after a short amount of time. But, by all means, take private lessons in the instrument you want to play (probably piano).
