Can anyone recommend a yamaha midi keyboard that can make midi and mod songs on the PC and also good for simple enjoyment when it's not connected to the PC? My system has a sb16pnp soundcard. With the midi keyboard connected to it, Do I need to buy an additional daughterboard connected with sb16, so as to enjoy better sound quality, Or does the midi keyboard provide the additional 'effects' not found on my sb16?

I own the PSR520. I think it would fit all your requirements. It should be able to be midi'ed with your computers sb card, through the joystick port. It has good sounds on it, and is also fun just to play around on. The price range is good, as well, around $400.
