I am trying to find the year a Telecaster was manufactured, and find out if the neck and body are the same guitar, or if it's a mutt. The headstock # is S833987, and the body # is 246227. Can anyone look this up for me or tell me where I could look this up for myself?

Yes, it sounds like you've got a mutt - Fender do not assign serial numbers to the neck and body separately. The numbers were stamped on the neck plate up until about the end of 1976 after which they were put onto the neck, just under the Fender logo.
